Loan demand suggests economic progress: Small businesses re-engineered themselves during the recession and are now more confident and profitable, PayNet President William Phelan said at the Reuters Manufacturing and Transportation Summit on Monday. The group’s Small Business Lending Index, which measures the overall volume of financing to small businesses, jumped 20 percent in October, marking the 15th month of double-digit growth.
Lawmakers agree to reauthorize small biz programs: Members of the House and Senate have struck a deal on a defense bill amendment reauthorizing the Small Business Innovation Research program and the Small Business Technology Transfer program, which require government agencies to set aside a portion of their annual research budgets for contracts and grants to small businesses. Both programs are currently running on a temporary resolution that expires Friday.

Small retailers fighting Amazon app: Anger has erupted over Amazon’s new Price Check shopping app, which allows users to compare the online seller’s prices with those at “brick-and-mortar” retailers. Amazon has already offered a 5 percent discount to attract users to try the new mobile application.
Congress edging toward spending compromise: Appropriators from the House and Senate have been quietly working toward the unveiling of a compromise spending measure that would outline how government agencies should spend nearly $1 trillion through September 2012. The payroll dispute continues this week as the House votes on a GOP proposal linking the extension of the tax cut with Republican priorities, including a measure to speed the construction of the controversial Keystone XL oil pipeline.
