The Moorpark City Council ranked almost $500,000 worth of countywide and city projects Wednesday for federal Community Development Block Grant funding.

The city has $136,042 allocated to it for projects specific to Moorpark, with $20,406 allocated for public service projects. Other cities will also rank the countywide projects.

The council recommended $170,000 of the funding go toward the small-business and micro-enterprise loan program and $80,000 go toward the small-business technical assistance consulting program, both through the Economic Development Collaborative of Ventura County.

Council members also recommended $25,000 for Catholic Charities at the Moorpark Community Services Center.

The block grant program is funded by the Department of Housing and Urban Development. The money goes toward affordable housing, services for low-and moderate-income residents and the creation of jobs through the expansion of businesses.

The city's staff ranked the requests for grants, and the council approved them. Many of the proposals are countywide requests but will benefit residents in the city. The Ventura County Board of Supervisors will make the final decision on the recommendations.

The order of ranking for public service proposals was Catholic Charities, FOOD Share's Brown Bag for Seniors, Long Term Care Services of Ventura County Ombudsman Program, Ventura County Human Services Agency Homeless Services Program, Ventura County Human Services Agency RAIN Transitional Living Center-Adult Phases Program, Turning Point Foundation-Our Place Shelter, People's Self-Help Housing and Livingston Memorial Visiting Nurse Association subsidized care.

Also Wednesday:

The council unanimously gave final approval to an ordinance that guarantees special elections be called immediately when council and mayoral vacancies occur. The ordinance takes effect March 16.

The council appointed Robert Perez to the city's library board. Perez owns Perez Family Funeral Home in Camarillo and is a sixth-generation Moorpark resident.

The council approved scheduling a special City Council meeting for June 13 with general managers from the Calleguas Municipal Water District and Metropolitan Water District of Southern California. The council and residents will be able to ask questions about increasing water rates.

Councilman Mark Van Dam requested that the council at a future meeting consider an ordinance requiring actors to use condoms in adult videos shot in Moorpark. Los Angeles has adopted a similar ordinance.
